af82d3404d step_parser: 
Remove setting of PATH.

solopackets.py:
    Added ITFBINTIME action, which generates time tags for ITF packets inside CCSDS packets, based on provided PPSS packetdefs file. Uses GRH for timestamps.

ppss_table.py:
    Added packetdefs file generator.

pytf_parser.py:
    Pretty print time tags in human-readable UTC
