a29fcdfd74 step.l3: L3 trigger code for STEP 
Make better use of conditional execution.
	Use TRIM for histogram bounds
	Do not combine Ix1 and Ix2 code.
	Implement multiplicity histograms.
	Distribute PHA records by energy.

Replace the monolitic toplevel implementation by a
	distributed OO implementation.  

	Fixed some bugs: .comp, .is_tele() handling.

	Adapt hetept_dps, also utilizing the new dps_item.copy() method
