The hetept-v0010 branch contains the finalised version 10 including the telecommands required to upload v10 to the units.
The branch should be validated and merged. Afterwards we should create a v10 tag.

Change temperature configurations ... 9d9651441e

To be consistent with previous configurations, the following temperatures are used for the temperature configurations:
fm1: -6.0, -11.6, -0.8
fm2: -0.8, -6.0,  +4.4

So far, HETEPT has been operated mainly in CLOSE mode. Changing the nominal configuration from FAR to CLOSE simplifies the bootup procedure.

According to Alcalá, all commands must have a delay of at least 2s.
The pointer resets after the EEPROM updates have been adjusted. The pointers will now be set to the v09 addresses fm1@0x30080 and fm2@0x50080 after the EEPROM update.

According to MOC all memory patch TCs need a delay of 3s.

v10.1: add DC estimate to OP heater setpoint. ... 928e002788

The ppss table misses the dc_estimate parameter for the operational
heater setpoint.  The regulator is a purely proportional.  The
charactristic is very nonlinear.  The dc_estimate account for the
required DC to turn on the transistor and reach the required power.

This patch reprograms the PPSS entry that kicks the operational heater
once per minute.

This pull request is marked as a work in progress.
