c6090aaaf5 iarena lasc: use a previous fifo16 implementation 
There is an altera/mega/fifo16.v which shall not be confused with the file
altera/fifo16.v I made recently.  It is basically the same thing except for
parameter names.

The mega/fifo16.v implementation uses the Altera fifo megafunction.  It is 
faster but does not optimize out unused data bits.

Renamed the new implemenation, to be deleted, eventually.  

Use the megafunction in iarena, with reduced size of the scope.

98d5947771 itf_parser: -V defs_version -O defs_version_{file|scratch} 
The itf_parser learns to parse the version number from SCRATCH and use 
the corresponding defs version.  Multiple versions can be loaded.  The 
version can be taken from the defs file header.  The solol0 pipeline 
creates a link to a defs file for each ccsds input file.  In case of 
multiple versions in a file, the defs file is the concatenation of the 
defs files in reverse order.  It starts out parsing with the last version 
loaded and switches when a new version apears in SCRATCH.  If only one 
version is present in a file, the defs is a hardlink to the plain version 
file.  Alternatively, the itf_parser could load all versions and be told 
with a commandline option which version to start with.

The itf_parser now uses the first science def defined for an apid/flgs, not
the last definition in case of duplicates.

The itf_parser now allocates encoding memory for each /flags listed, 
although multiple flags refereing to identical defs will never run 
simultaneously.
